I noticed the obyrith lord Cabiri is described as being "many eyed" and is one of the oldest obyriths. I was thinking maybe he created beholders or at least the Great Mother (she lives in the abyss after all)

Maybe he IS the great mother by a different name.

Given that Beholders are meant to be Androgynous (and I think there's a mention of "Great mother" being given only because it is the Progenitor) then it may well be possible.

Ah but just because the physical form is trapped doesnt mean that the demon lord cannot still be worshipped as a god and have his god-entity project itself as the Great Mother in another area of the Abyss.
