Belief is power.

In most D&D settings, yes. Forgotten Realms and Planescape especially, I think.

In Eberron, no. The gods are ineffable beings whose power is far beyond the ken of mortal worshippers.

Eberron is to Planescape , as :
JulesCARV is to Me.

{ ... no wait , maybe I have that backwards ... }

If a gawd had one 20th level Thrallherd believer ,
and the Thralls were all Thrallherds too ,
and all of them were told to worship said gawd ,
that'd be alot of followers.

Just make sure none of them have a Psicrystal ,
cause you'd end up with Blingy.

So Say We All ?!

Actually, not in FR, since portfolios are handed out by divine mandate. In PS, it's certainly possible, but it requires belief, not worship.

This depends on the Campaign.

Are Deities created by Man? Or did Man create the Deities? In my campaign, the gods are the collective beliefs of all life. This means there is a literal pool of Divine Power that each is granted. Turning Wee Jas into a Nature Deity would take away from the already in place Nature Deity and probably weaken their own Magic domain, as they would no longer be seen as the "absolute" ruler of such a thing. This is of course a bad thing.
