Hello, I have a doubt about spells in the inner rings of the outlands.
I know the further you advance towards the spire, the less spell levels you can cast, but what about metamagic? Say, in a ring with only 1st level spells can be cast, can I use a higher level slot to cast a maximize magic missile? what abou heighten spell? Could I pile up a 1st level spell with metamagic up to 9 (or higher, if epic) and still be able to cast it?

I think that the general idea is that you cannot cast any spell of level X, whether by power level or enhanced by metamagic.

I agree, if you can't cast a 4th-level or higher spell, then you can't cast anything that takes a 4th-level or higher slot.

But you could still use all those high level slots to prepare or cast lower level unmodified spells, right?

I suppose it depends on how mean your GM (or you, if you are the GM) wants to be.
It would be perfectly in keeping with the feeling of the Outlands that even spell slots are lost. This might even be a good way of describing what happens, mechanically.

Or you could allow higher level slots to be used for lower. I probably would.

Personally, I would disallow even things like Divine Metamagic and other effects that reduced spell level.

Actually I am de DM for this one, and i think i will allow for higher level slots used for lower level spells, but as noted before no metamagic.

What I have no idea whatsoever are about magic items that do not mimic any spell like magic armors and weapons, is their bonus reduced or remains uaffected?

I would presume they must be, although I can't recall any guidelines for it. I would suggest one of the following three options:
1. At a certain ring magic items stop functioning.
2. If any of the spells required to create the item can't be cast, the item doesn't function.
3. If a wizard/cleric/druid of the minimum caster level to create the item can't cast her highest-level spells, the item doesn't function.
