I have the basic mechanics down, it's the details and the flavor I'm needing help working out.

Alignment: Lawful Neutral.
Domains: Law, Planning, Protection, Strength, War.

General idea: A deity who espouses maintaining order and protecting the weak, preferably by teaching the weak how to best protect themselves but also serving as guardians of a sort. Not all of the weak are under their protection, sometimes the weak must fall to the strong. If it must come to conflict to defend their beliefs, charges, and so forth they prefer to do so via superior tactics combined with power, as opposed to say... recklessness. They are not afraid to face superior or even overwhelming odds in doing so if they must, in such cases cunning and strength combined would (hopefully) allow them to emerge victorious. However throwing ones' life away without due cause is foolish, a squandering of resources and anathema to the beliefs. But to die in defense of the aforementioned beliefs and charges as a last resort is the greatest honor one could have, and as a resort any priest of said deity aware of the nature of said sacrifice will bring them back from the dead if they are able for no cost (material components must still be provided) assuming they are aware of the circumstances of their death.

And by association I mean like the kinds detailed in Complete Champion, the PHB2, and possibly other books I'm forgetting.

Here is something I came up with while looking for any threads concerning the creation of dogma's. Hope it helps:

"Malaur, The Chained Sentinel"
Symbol: Chained Shield overlaying a Longsword
Portfolio: Artisans, Common Sense, Conquest, Strategy, Tactics, Warriors
Cleric Alignments: Lawful Neutral
Favored Weapon: Longsword
Domains: Law, Planning, Protection, Strength, War
Dogma: "The meek shall die, while the bold survive."

Conquest and glory are the fruits and honey to the deity Malaur, briefly known as Malaur the martyr before his deification by the people, and he shares his tactics and military knowledge to those mortals who are like minded.

War Hall of the Chained Sentinel
Battle is won through bravery and skill, not by chance and luck, and the followers of Malaur are true believers to this ideal.
Through years of worship you gain experience and knowledge in defensive warfare, and some are blessed by Malaur himself and become a disciple, deemed to create a lost artifact for the protection of his people.
The War Halls membership consists of human and dwarven fighters, paladins and clerics, although a few wizards who have a deep sense of nationality follow the ways of Malaur.
Enemies and Allies: Evil aligned creatures who pray on the weak are the enemies of the War Hall. The War Hall will accept any adventuring parties who wish to bear arms in defense of the towns and villages within the influence of the organization.

Here's one that is just flavor so far:

Dob
Titles- the wanderer, the rebel, the protecter, the deliverer. His titles are often preceeded by his name.
Domains-protection, travel, trickery, war, destruction, courage
Portfolio- commoners, slaves, savages, rebels, revelutionarys, bandits, geurullias, militas, travelers, (some) merchants, the peoples soldier, any one else under or fighting tyrany, bullying, unfair conditions, etc.
Dogma-The weak must be protected, but they should learn to defend themselves. Tyrany is the ultimate evil, it can not be aloud to go on, and it should be stoped from happening in the first place. However the best way to defeat a tyrant is NEVER through atrition or open combat unless its to distract from your real operation. Guruelia tactics, cutting of supplies, spies, and the invisible siege, etc. are the ways one must fight.

How do you guys like it?

Hmmm... well this works pretty well.

Affiliation Score Criteria: [Up to you.]
Titles, Benefits, and Duties: [Up to you on rank benefits/duties/etc.]
Title Ideas: Initiate, Shield Bearer, Knight of Mettle, Veiled Shield, and High Guardian.

It was this part I was having the greatest difficulty hammering out. Hmmm...

One time:

Character level: +1/2 levels
Knowledge (religion) 5 or more ranks: +1
Proficient with heavy armor and shields: +1
Has an adamantine weapon or armor: +1/item
AC 25-34: +1
AC 35-49: +2
AC 50 or higher: +4
Can cast a spell that increases AC: +1/spell
Can cast a spell that increases at least 1 saving throw modifier: +1/spell
Can cast 3rd or 4th level abjuration spells: +2
Can cast 5th level or higher abjuration spells: +3
AC 20 or lower: -2
Allows a close friend to die: -3
Fortitude save +10 or higher: +1
Will save +10 or higher: +1
Strength 20-29: +1
Strength 30-39: +2
Strength 40 or higher: +3
Base attack bonus +5 to +9: +1
Base attack bonus +10 or higher: +2
Strength 12 or lower: -2
Fortitude save +4 or lower: -4
Will save +4 or lower: -4
Proficient with all non exotic armor and shields: +1
Proficient with all martial weapons: +1
Weapon Focus: (any): +1
Lacks proficiency with at least one martial weapon: -2
Base attack bonus +4 or lower: -3

Multiple use:

Converts a new member: +1
Slays a creature of the chaotic subtype: +1/4 creature's CR
Knowingly associates with creatures of the chaotic subtype: -4
Knowingly associates with demons: -8 (good), -6 (neutral), -4 (evil)
Defeats a creature at full hitpoints with one blow: +1/4th creature's CR
Deals 30-99 points of damage with a single blow: +1/4th creature's CR
Deals 100 or more points of damage with a single blow: +1/creature's CR
Catches an enemy of the church offguard and defeats it via superior preperation: +1/4th creature's CR

I feel like this is too long a list and needs to be snipped down a bit, and Complete Champion doesn't offer any information about the Planning domain, not even an equivelency listing. So this flavor is missing, and it's too early in the morning for me to think creatively. :P
