How are the Modron stats from the Manual of the Planes free web enhancement viewed? Well-done or poorly?

There's very little about them that's different from previous editions, so there's no cause for complaint on those grounds.

I thought they could have used some more material but I think their stats are fine.
However, the April Dragon may ease the pain a bit.

Like many direct translations from 1/2e to 3e (slaad), I didn't think they left a lot of room for manuevering. The secundi, despite being a 'base monster' were on par with unique devils and demons in the MM2. Now, not so much, even with the assumption that unique monsters are just a hair above a regular pit fiend.

I personally liked the spreading out of HD and CR that 3.5 did for their demons and devils, but I would have vastly prefered it if they had done the same for their Law, Chaos and Good exemplars as well. I hope the Dragon piece on Modrons does so.

Dungeon has a Tertian build at Cr19, but with the Construct type instead of Outsider. (Idiotic, as an exemplar pretty much has to be an Outsider to make any sense.)

Since the author of the article stated on the Paizo boards that his Modrons were Constructs, I would assume that was the official build and the Secundi are similar to Solars.

I understand that the Dragon article just has the "drone" caste modrons, so the question of how tough secundi would be is pretty much academic.

Yes, however since the tertian is more powerful than in 3.0 and uses the new type(combined with the reluctance to make epic creatures), I would say its a fairly safe assumption.
