Interesting. Does it say anywhere what all the numbered buildings are? I can not find it on the site.

Yes. The buildings are listed and numbered in the Sigil Venues List (http://planewalker.com/downloads/npclist/venues.php), which is an Excel document.

If you go to this site (http://www.aberrantmanifest.com/rpgs/) and drag your mouse over "Planescape Campaign," there's a ton of useful stuff.

There are very many pages on those sites about Sigil, but for all their number they provide very little information on the city. The city itself is ever changing, there's not much of a history, gates appear and disappear willy nilly, and the factions somehow are supposed to function.

I advise taking a look at what is there taking the things that are interesting, discard the rest, and build the city yourself. That's what I decided I'd have to do to incorporate it into my game. There are sigil fans out there who enjoy Sigil as written, but I don't know how they do it.

Even the best map of the city isn't very good. As an alternative to using the map (and also not doing a street by strret map of the place) would be to take the map that you have and redraw it in very simple terms. Mark out the sections of the city, the major roads, prominant buildings, and landmarks. That way if you need a new road somewhere you can always just add it and say it was always there.

A good way to rebut the history is to say that the city had been lost for many centuries and it only opened back up 49 years ago. When it was rediscovered there were no one living in the place (except for certain imortals and the like who blended in with the influx of people). At this point the city isn't yet at half capacity. This makes much of the city still mysterious and dungeon worthy.

A huge thing would be to figure out how the city actually has enough food to sustain itself. The gates aren't stable and there is no farm land on sigil. The stable gates would be of immense importance.
