1st level planar adventures? Adventures on a plane rather than interplanar travel? How does one play at such low levels - seems like the Outlands are a good place but is it fun to be a smallfry in the big pond?

I'd suggest putting emphasis on overcoming non-combat obstacles, and probably restricting the grounds for initial play to a relative safe environ. Perhaps pull off something similar to the start of Neverwinter Nights 1 and/or 2, where the game first really opened up to you at the point where you were level 3.

Courier quests are usually good at that sort of level. Sending low level skobes around the upper planes, mechanus, and the outlands.

I sent my PCs on a short expedition through hell (dragon-dominant region of top plane of 9 Hells, to be specific) and they loved it, so I think the idea of lots of planar adventures for low-level PCs is great.

Keep in mind, of course, you'll need to put them in less dangerous regions. The strategy I used was having a door on the Material Plane that transported person to Baator, where they had to walk 1/2 mile before coming out the other end of the door (inside the tower on the Material Plane). An evil cleric or wizard might use something like this in your campaign; their divine allegiance to an evil god of Baator ensures they can walk through safely, but intruders will not be so fortunate. If you're already set on another plane, you could still do this in an Outlands town or such.
