I'm sure this has probably been brought up before, but can a "Wish" spell be cast successfully on a gods home plane?
example: On jotenhiem, (Asgard) could a PC cast wish to turn an area of ice into water, say large enough to trip an Xixaecal? Without Thyrm or Loki allowing it to happen?
I'm not sure if changing the landscape, even slightly would be permissable or not without the governing dieties permission.
Then again, would wishes cast on another plane be soley granted by the governing diety, or would it be simply a powerful spell?

All of these questions can really only be answered by your DM.

Actually, I am the DM, I just know what the PC's will try, and am trying to figure out if this can be done, without just saying it can or can't.
We're epic level now, and this scenerio will probably come up again, so I'm trying to get a feel of how others would view this.... I'm leaning toward minor changes being ok, but wishes to radically defy the gods plane or plans fail.

Sounds good. By epic level you should have your deity situation pretty well fleshed out as a DM.

On the home plane of a given deity, yes. Within their deific domain on that plane, much more difficult if not impossible without their approval, or the help of another god, macguffin, etc.

I remember my bio text-book saying that human beings attempting to improve upon nature via the process of random mutation is like hoping a gunshot through your car engine makes it go faster.

I bring it up because that's how I see wish. It's attempting to mess with the underlying hardware (Yesod iirc in Kabbalah) of creation. How this request is processed by the arcane forces you draw upon can lead to some serious problems, and perhaps it could be tailored to each plane.

So on Ysgard the wish for ice to water could come about because of a huge chunk of an earth-berg's burning underside crashes down.

The trick to making this fun is to not let it always be bad for the players. Sometimes the effect should be to their advantage, or if neutral should be memorable. On the lower planes, say on Gehenna, your wish might lead to your enemies destruction but you hear the laughter of the yugoloths faintly echoing. In Carceri you might feel a sense of chains tightening or shackles locking into place.

Even if there is no immediate effect (or no repercussions for the players at all), let them remember that on the Lower Planes everything has a price. The thought others might be paying horribly for their wish should give good PCs (and depending on how you describe it the players) pause.

A thought - perhaps after using wish on the lower planes the PCs continually see a figure, perhaps the shadow of a child, in their dreams, and upon waking find little blood footprints...

I'd rule that you can cast wish and it comes into effect, but the residing deity can simply reverse the effect or even decide to prevent the effect from manifesting.

Likely what would happen if yo allowed it would be that the spell worked, the deities in question would instantly know it, and all circimstances involved as if they had been there watching it all a year before hand, and if they didn't approve, would show up, instantly change it back with no trouble, and than deal with the players. But I doubt many would care much about them altering the terrain like that.
