First, when a wand is in a treasure, how many charges does it start with?

Second, what level is the spell in a wand?

I have a session starting pretty soon, please hurry :)

Depends on how many charges you want it to have. If you want it to be random, roll a d% and divide by two. If you don't like the result, make up any amount of charges you like (max 50).

For determining the spell level, is the wand a minor, medium, or major item? The DMG has a table that you can roll on to determine which spell it is depending on whether it is a minor, medium, or major item.

If you don't like the rolls that you get from rolling randomly, choose the wand yourself.

Usually it is base caster level needed to cast the spell, but if you want it to be more powerful, it just makes it more valuable as treasure.
