where do "at will" actions fit into what one can do for a round. are they free actions (hence at will) or a standard action? I also wonder the same thing about command words ( it is just a word isnt it?..takes little to no time at all, so a free action?). thanks for the help

"At Will" only means there's no limit on the number of uses. However, it doesn't change anything about the fact that a SLA normally takes a standard action to activate (unless specifically noted otherwise).
Command Words are standard actions as well.

I had players one time that had cont. flame spell like ability and they bought a whole lot of torches and sold as much as they could in each city they came to. I didn't know what to do so I had to put a limit to the number they could make. a torch is 2cp and turning into everburning torches for 110gp.

That's nothing.
I had one character that owned a hen that each day laid a golden egg worth 100 gp.
He thought he was rich until I let another character have any liquid they poured turn into very fine wine (as an at will SLA).
That was somewhat overpowering, so I had to let the other two characters crap diamonds so that they wouldn't be outstripped by the others.

You see, it's far more likely you'll get cont. flame at will, either by FR feats (but it'd be a waste) or from some bizarre prestige class/race.

It should include iirc 50gp of ruby dust, so just make ruby dust hard to obtain, or change the component to something else obtainable, but not easily obtainable or "common" (not that ruby dust is that common, but you can get it once rubies start being obtainable).

they were playing archons following level progression from savage sp. they didn't even know what that spell did untill they asked me and I ( be smart) said to look it up. now I guess I can laugh.

It takes as long as the regular spell to cast, be that 1 standard action, 1 round or 1 swift action, they can just cast it every round of every day if they so wish.

General rule of thumb:

If it doesn't say how long an action takes, then it is either a standard action or as long as the spell that it takes to cast too.

After all, you could get 550 torches for that price. Unless you're in a super-rich high-level setting, most people will be npc classes with 1-4 levels, meaning the cost of that torch is about equal to two years of saving, or so. Or, PC-wise, life's savings for a starting adventurer.

I play in a high powered game and they always look for ways to make money. if they can't buy it this week they can use craft or perform or prof. to get 8-12 gps for a weeks and that's plenty. beside With time those 550 torches they would make 60,500gp. that's worth loseing a few meals, and I would like to add that most dungeons have torches just laying around. other shop can buy them for have price and they still make 30,250. I had to just tell them that they could only make one per day.

I have seen this in the book we no longer play with these PCs. I use a 2-3 week waiting period most of the time so they can have time to up grade on items, weapons, armor, and such. So they use this time to make extra cash while they wait for thing to get done. I really like useing profit checks. It makes them feel like they can own part of the world they are saving. And thanks for the tip I have been thinking about a merchant dragon campaign. (really)
