The Spell Battlemagic Perception (Heroes of Battle, p.125) says that you can counter a spell being cast immediately providing you have the same spell prepared (like regular counterspelling)

Is it legal to use a prepared Dispel Magic spell to cover every possible spell?

Obviously you would have to counter something within the duration of Battlemagic Perception and then use a prepared Dispel Magic as well but this means you can avoid the normal readied action to counter something being cast.

I would not have any trouble with that.
I wouldn't have any trouble with a mage using improved counterspell to do the same thing either using a spell of the same school to counterspell.
