Can a magical object, used as an improvised weapon, be considered a magical weapon for the purpose of overcoming damage reduction and other forms of resistances?

I ran up this issue when a player tried to hit an incorporeal undead with his everburning torch.

I don't think a non-weapon magic item gets counted as magic for purposes of attacks.

For precident, look at a shield with shield spikes. The spikes must be enchanted seperately from the defensive enchantment of the shield.

I'm not sure where it is (SRD, FAQ?), but there is a ruling that the enhancement bonus on a magic shield would not count for attack/damage rolls when making shield bashes. That you would need a separate enhancement bonus priced as a weapon as well. Based on that, I would say a magic item used as an improvised weapon would not be considered magic for bypassing DR.

Edit: From the SRD
Shields: Shield enhancement bonuses stack with armor enhancement bonuses. Shield enhancement bonuses do not act as attack or damage bonuses when the shield is used in a bash. The bashing special ability, however, does grant a +1 bonus on attack and damage rolls (see the special ability description).
A shield could be built that also acted as a magic weapon, but the cost of the enhancement bonus on attack rolls would need to be added into the cost of the shield and its enhancement bonus to AC.

What the others said. An object needs an enhancement bonus to bypass DR/magic, or at least be wielded by a creature with DR/magic (so that "any weapon they wield is treated as magic...").

Now, turning a masterwork club/ everburning torch into a magic weapon, that can be done. In fact, some magic weapons glow on their own, enough to illuminate like a light spell.

You've got it wrong here. Creatures with DR/Magic do not "treat all weapons as magical," they treat all natural weapons as magic for the purposes of overcoming DR only. They don't necessarily have an enancement bonus, merely they don't deal with DR. At any rate, I don't see what shields have to do with this argument. I agree with all the points made by those who quote the shield passage, but I fail to see why it's relevant.

If you want to dissuade someone from attacking with a magical improvised weapon, just say, "OK. What's the enhancement bonus of a Bag of Holding?"

I would go with what olshanski_home has posted. That seems most consistent with the rules.

...Creatures with DR/Magic do not "treat all weapons as magical," they treat all natural weapons as magic for the purposes of overcoming DR only.I thought it shared the same wording as alignment subtype outsiders- "it treats its natural weapons or any weapon it wields as of that alignment for the purposes of overcoming damage reduction". I'll have to look that up again...

whoops! It specifically says "(but not any weapon it wields)"...
