Say a level 10 wizard has an Orange Ioun Stone buzzing around his head. Can he craft an item that requires CL 11th, or is he stuck with a max of 10th?

However, there are very few items that have a prerequisite of caster level 11. I can't actually think of any.

The CL in a magic item's description is not a prerequisite. It is merely advisory, and in many cases nonsense. You should always review the actual prerequisites and determine the minimum CL that way.

It was a random example, just to put numbers there for illustration. 11 would have worked better as I know quite a few that take 12.

I also know of quite a few items with very high CL requirements despite very low other requirements (see: Any Metamagic Rod, even though some are meant to be low level like Lesser Extend Spell)

This is for an arena game. House rules are not an option, otherwise common sense would take priority (I'm also DMing said game).

Actually, it appears that caster level is in fact a prerequisite for crafting most magical items.

From DMG p. 215 and the SRD:
For potions, scrolls, and wands, the creator can set the caster level of an item at any number high enough to cast the stored spell and not higher than her own caster level. For other magic items, the caster level is determined by the item itself. In this case, the creator’s caster level must be as high as the item’s caster level (and prerequisites may effectively put a higher minimum on the creator’s level).emphasis added

And yes, the Ion stone would be sufficient to boost a crafter's caster level for purposes of meeting prereqs or crafting an item of a higher caster level, so long as it was worn at all times during creation. (Example, lvl 11 Wizard with the Ion Stone boosts his caster level to 12. He can now choose to craft a wand of Wall of Fire at 12th CL if he so chooses, or any CL between 7 and 12.)

The caster level is not a prerequisite because the prerequisites are separated from the CL by a semicolon, clearly showing they are different parts of the description.

The SRD and the DMG actually say this :For potions, scrolls, and wands, the creator can set the caster level of an item at any number high enough to cast the stored spell and not higher than her own caster level. For other magic items, the caster level is determined by the creator. The minimum caster level is that which is needed to meet the prerequisites given.The DMG errata issued in 2004 changed the correct wording to this, in order to eliminate the confusion caused by the wording you quoted.

The CL shown is not, in any way, shape or form, a prerequisite. Certain items do have a caster level prerequisite, but these are either identified in the description of the item itself or the general description of the type. Examples in the SRD include Enhancement bonuses to armour, shields or weapons
