Can a player take Improved Natural Attack when they get claws from Claws of the Beast? I wouldn't think so, since they don't actually have claw attacks most of the time, and thus wouldn't be able to take the feat, since they don't have a natural attack.

If anyone thinks they *should* be able to take the two together, can you please cite the source where it mentions that spells/powers can allow one to qualify for a feat?

Sure they can. It's simply a wasted feat whenever they don't have claws. Here are some relevant links:
