Anyplace i can find something to give me the idea of what the size would be of a Cone of Cold (or for that matter, a breath weapon) when fired in a non traditional direction, such as straight down from above?

From straight above, it would be:
{Height <= 2/3 Cone Length | circle of radius = height
{Height > 2/3 Cone Length | circle of radius = 2*(Cone Length - Height) + 5

Example:
120 ft' cone

Creature is:

Draw a line the width the cone would be from that distance and draw a circle around it. Then you have the width of the cone.
