I want to know if the fluctuating ability given by an OVERLAND FLYGHT (player handbook lv 5 spell) improves any other skill during a flyght. For example i think it improves the first ability, minimum movement to still flyng and such other things like ascending angle. Waiting for some answers

The description for overland flight (http://www.d20srd.org/srd/spells/overlandFlight.htm) doesn't mention any "fluctuating" ability.

The description of a flying carpet (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#carpetofFlying) mentions it has average maneuverability (http://www.d20srd.org/srd/movement.htm#movingInThreeDimensions). (So does the overland flight spell upon which the item is based.

This does not fluctuate. I see nothing written about changes ot abilities or to moving at an angle that is different from the maneuverability chart. I hope this answers your questions.
