How many free actions do you allow per round?
As many as are applicable in conjunction with another action type.
I can use a free action during my movement action. I can use one during my standard action. There is no upper limit but all have to coincide with a regular action. No free actions if you cannot perform a standard or move action.
Giving short series or orders, while discarding a weapon are free actions that can both be performed during a move/standard action.

You can perform as many free actions as the DM allows or finds reasonable. Talking, dropping items, using Quickdraw to throw weapons or firing ammunition (up to BAB of course), all these things can be done in a round with little to no fuss.

I use the six second round as a benchmark. If I think a series of free actions could be accomplished in real life in that time, I allow it. If not...I don't. :)

Exactly! Speaking is a free action; reciting an epic poem is not. Still, 6 seconds is pretty long. I would guess it would be the amount of time required to say the following:

About three sentences
:)

Still, some free actions can be performed simultaneously, while others cannot. One could say the above quote AND wink at the princess. But one could not say the entire quote AND stick his tongue out at the BBEG. Maybe he could say half of it AND wink at the princess AND stick his tongue out at the BBEG.

I allow 6 free actions. None of my players has every used all 6.
