I posted this in the Monster section but did not get any replies. So he goes in this section. In retrospect I think I ruled the wrong way but I still would like your insight. I added a link to the SRD on howler's for your viewing aid.:)

Other night a Howler came up for the first time in our campaign. Summon by a Mage.
The quill ability it has: If 1d4 quills hit do they do the 1d6 damage for how ever many go in after the failed reflex saves, and apply the -1 pen. per quill then do another 1d6 when pulled out? (do you roll the random number then make that many to hit rolls then make the approprate saves on those succsefull hits then apply 1d6+2 damage for however many hit?)
or
Do they do only do the damage when there pulled out?

I ruled the later wile the player thought the former.

please confirm.

From the entry, it appears that you roll randomly to determine how many quills the howler gets to attack with (1d4). You roll an attack roll for each quill that he attacks with. Each quill that hits deals 1d6+2 damage. For each quill that hits, a reflex save is required. Failure on the reflex save causes the quill to become lodged, inflicting the penalty for each quill so lodged.

When the quills are ready to be removed, it takes a DC 20 heal check to remove them. Failure deals an extra 1d6 damage.

Tos Shai Halud is completely correct.

It is pretty clear in the SRD.

Note that the Howler only gets to use quills during a full attack action.
