Here's my problem. I plan on making a Stormlord (complete divine) for an upcoming campaign. Stormlords get the ability "Stormride." Stormride lets him fly as par the fly spell: 60ft with good maneuverability. On top of this, I would like to take levels in the "Elemental Warrior" (planar handbook) with the affinity for Air. This lets him fly at 20ft with perfect maneuverability. Now, do these stack, or overlap? If they stack, how? and if they overlap, how?

Without any specific rules, they would both be in effect but overlap, not stack. You could fly at 20ft with perfect manoeuvrability or 60 ft with good manoeuvrability, and likely switch as required. Thus, you use the 60 ft (good) when you need to travel and the 20 ft (perfect) when you want to travel slowly (5 ft. steps) or not at all.

I agree.

The character has both abilities, but they operate independently of each other.

In any round that the PC flies 20ft or less, they have perfect manoeuvrability. In any round in which they fly 21 or more feet, they only have good manoeuvrability.

If in doubt, ask the PC at the start of the round how far they intend to move (just like adjudicated the AoO effects of the Withdraw action).

Alright thanks. Here's another question. What if I take up the feat "Air Heritage" it gives an additional +30 ft to your fly speed up to a maximum increase of your current fly speed. Would this apply to the total fly speed? Or can I apply it to a particular fly speed?

For example, can I add it to the 20ft (perfect) speed, thus making the 20ft (perfect) / 60ft (good) into 40ft (perfect) / 60ft (good). Or could I keep the 20ft (perfect) and add the +30ft to the 60ft (good) and make the total 20ft (perfect) / 90ft (good)?

Thanks again

I believe the Air Heritage feat never expected for a creature to have two different fly speeds. The safest bet would be to give the additional speed to both movement modes, since both qualify as the creature's fly speed.

Agreed.
