Does scouts get skirmish bonueses when they cast an aggresive spell against an enemy?

By the RAW, the scout must find a vital spot to for the attack in order for it to deal extra damage. An inflict spell opens wounds all over the character's body, indicating that it is not limited to vital spots. Most spells (aggressive or not) don't care where they hit, so long as they hit. Their damage would not benefit from hitting a vital location (with few possible exceptions). Perhaps ray attacks could benefit from this.

In general, I would say that spells lack the necessary components to qualify for the extra damage from skirmish, namely the ability to do more damage when hitting a vital location.

Sneak Attack works on any spell requiring an attack roll, I don't see why Skirmish wouldn't work as well.

I didn't know it did work on spells. Do you have any support for this? Is it mentioned in the FAQ?

Yes. The bonus damage from sneak attack, skirmish, or sudden strike applies to any attack that requires an attack roll, even touch attacks.Note it's extended to cover Scout and Ninja abilities too.
