The rules indicate that scrolls are spell completion items and so take one standard action to use. My DM is concerned that some spells involve a complicated ritual involving objects or areas (things like identify, hallow, or summoning spells) and it doesn't seem right that they only take one standard action. I tend to think that the spell in the scroll is already all but cast, so all scrolls would take one standard action to use regardless of the spell's casting time. Thoughts?

From the SRD : Activating a magic item is a standard action unless the item description indicates otherwise. However, the casting time of a spell is the time required to activate the same power in an item, regardless of the type of magic item, unless the item description specifically states otherwise.
