Consider a level 7 single-classed cleric with the Spell domain.

With his Anyspell domain spell, he could prepare an arcane spell of 2nd level or lower, for example from a spellbook.

Mnemonic Enhancer allows you to prepare up to 3 additional spell slots per day, such as a 3rd level spell.

Could this cleric use the Mnemonic Enhancer to memorize arcane spell levels (similarly to how Anyspell works), such as a Lightning Bolt?

As a seperate question, can a cleric with the Spell and Magic domains (but without wizard levels) keep and continously update a spellbook by adding spells from scrolls to it, or copying spells from other spellbooks into it?

If not, is it possible to outright buy customized spellbooks, much like you buy the scrolls you like?

I believe that it is how it is supposed to work.

You should be able to use your party wizard's spellbook, though you will need to make spellcraft checks to decipher them.

To be honest, I am unable to find anything that explicitly prohibits this. So I would tentatively say that yes, you can. Until I can find a ruling which prohibits this.

Thanks for the input Runestar. I think that's how the designers intended it aswell, but the rules support may be dubious.

Anyone with Read Magic or Spellcraft ranks can identify an arcane writing:
To decipher an arcane magical writing (such as a single spell in written form in another’s spellbook or on a scroll), a character must make a Spellcraft check (DC 20 + the spell’s level). If the skill check fails, the character cannot attempt to read that particular spell again until the next day. A read magic spell automatically deciphers a magical writing without a skill check. If the person who created the magical writing is on hand to help the reader, success is also automatic.

When it comes to adding new spells to a spellbook, only wizards are mentioned. This may be an oversight, since normally only wizards would be interested in doing so.
Writing a New Spell into a Spellbook
Once a wizard understands a new spell, she can record it into her spellbook.

Time
The process takes 24 hours, regardless of the spell’s level.

Space in the Spellbook
A spell takes up one page of the spellbook per spell level. Even a 0-level spell (cantrip) takes one page. A spellbook has one hundred pages.

Materials and Costs
Materials for writing the spell cost 100 gp per page.

As for Mnemonic Enhancer:
Casting this spell allows you to prepare additional spells or retain spells recently cast. Pick one of these two versions when the spell is cast.

Prepare
You prepare up to three additional levels of spells. A cantrip counts as ½ level for this purpose. You prepare and cast these spells normally.

It can be argued that a cleric, even with the spell domain, cannot normally prepare arcane spells, but must use Anyspell to do so. OTOH, the ability to prepare arcane spells through Anyspell may be sufficient to allow such preparation through Mnemonic Enhancer as well.
