For a change, im considering making a melee character with a low str score. This is something i havent encountered before, so....
I am sure that a negative str modifer would provide a penalty to melee attacks, but since str is factored into melee damage, does it also subtract from the damage dealt with melee weapons?

Of course strength reduces the damage dealt with melee weapons.

can a negative str modifer reduce damage to 0, or is there a minimum of 1 dmg?

I have also thought there is a minimum of 1 damage; but I can't find where it says that in the PHB or DMG. Do you have a source?

It says you add your Strength MODIFIER, not your Strength BONUS. So as stated by other people, a Strength score lower than ten does indeed reduce your damage.
