Besides the creatures that are listed in the PHB, it's possible theoretically, to summon any kind of creature. But i can't find any guidelines anywhere that tell me what kind of creature is summonable at what Summon level. Are these summon spells based on HD? CR? IF so, how much HD/CR per spell level?

I am not sure what (if any) guidelines there are, however I know that most of the Monster Manuals will list under a particular creature whether it is summonable and via what spell.

General Rules for Summoned Monsters:

1) Summoned creatures are generally speaking Outsiders. Devils, Celestials, Demons, or Animals with either the Fiendish or Celestial template added to them. You can't summon Magical Beasts, Aberrations, Dragons, etc.

2) For the most part, summoned creatures are not particularly intelligent, until you get into the very powerful summon spells.

3) There is no hard and fast rule on CR / HD for summons. Generally speaking both of them should be close to or below the level of the spell that summoned them. When you find a creature that you want to summon, look at other creatures already on the summon list, and compare how powerful the creature you've selected is to those on the list. If it is generally equally powerful to something summoned with "Summon Monster VII", then it's probably a good bet to place it there.

Generally speaking, Druid summons are a little less varied than Wiz/Sor/Cleric summons (no fiends or celestials, and extraplanar beings only from the elemental planes), but a little more powerful.

Bear in mind that for alternate summons listed in subsequent Monster Manuals, the rule is that if you wish to be able to use a standard summoning spell to summon that creature, you must permanently replace one of the existing creatures on that spell's list with your substitute creature when you learn the spell. Alternatively, you could research a new spell to summon that particular creature.
