On pg 168 of the PHB it states:

"While gems can be cashed in for gold pieces and the coins split evenly among adventurers, some treasures can't be split up so easily. Magic items, for instance, can be sold, but for only half of what they would cost to buy, so it's usuallybetter for characters to keep them. When a character gets a magic item, count half it's cost against his or her share of the treasure"

So what I'm wondering is... when determining the total wealth of a PC do i count magic items as only being worth only what you can sell them for (1/2 the cost to buy them in a shop) or their full value listed in the DMG?

I believe that means that after you have given the treasure to the PCs, if it is to be divided up evenly, you only calculate the magic items at their sell-value for determining that PC's share of the loot.

If when dividing up treasure everyone gets a magic item and there is still one left so they sell it. In order to divide it evenly take it's sale price (1/2 total cost) and divide that by the number of characters to find how much each character gets in gold for the sold magic item. You still figure in the total cost of the item for anything they keep.

When determining total character wealth use market value. Refer to the DMG page 199 for details.

If they keep it, it is worth full value. If they sell it, just figure it based on the gold they get from the sale. Personally, I recommend not being overly concerned about the wealth by level tables.
