Alright, I have been trying to figure these two problems out for about a week, but I can't seem to decide, so I want to know what you guys think.

1. With Fly, it states that you have a fly speed of 60 ft., average maneuverability and within the DMG (pg. 20) on Table 2-1: Maneuverability, it shows that a creature with Average maneuverability cannot hover. So, anyone using the spell must maintain their Minimum Forward Speed of half of 60 ft., as listed on the table, right?
So, if I am correct, then explain when the 150 ft. fall begins. Does it happen immediately at the end of the characters turn (after they have taken two actions or a full-round action), does it happen between the end of their turn and the beginning of their next turn, or does it start on their next turn?

2. Within the PHB, it mentions starting/completing full round actions over the course of two separate turns. However, the example listed was for a character that was limited to one action a round, so my question is, if a Sorcerer wanted to cast a maximized Fireball, could he separate the full round casting into two consecutive turns?
EX: Move 30 ft., start casting the maximized Fireball, and then finish it on his next turn with another standard action.

They need to maintain the minimum speed - if they don't, then they fall at the end of their turn. It explains in the section:
If a flying creature fails to maintain its minimum forward speed, it must land at the end of its movement.
If it doesn't land on it's own movement, it'll fall instead, or at least that's my understanding of it.

Yes, he could. However, he'd be casting inbetween his turns, so anyone who attacked him inbetween his two actions would force him to make a concentration check or lose the spell based on the amount of damage done.

The Fly spell grants Good manoevreability, not average. Creatures with Good manoevreability can hover.

EX: Move 30 ft., start casting the maximized Fireball, and then finish it on his next turn with another standard action.The action that lets you do this is a standard action called Start/Complete Full-Round Action. The SRD defines it like this :Start/Complete Full-Round Action
The "start full-round action" standard action lets you start undertaking a full-round action, which you can complete in the following round by using another standard action. You can’t use this action to start or complete a full attack, charge, run, or withdraw. The sorcerer's action seems quite legal to me. It has the downside that his action is now interruptible by any creature who can affect him over the course of the combat between those two turns.

Note that specifically it's very unhandy for a caster to split the casting over two rounds since if he's damaged or needs to make a saving throw or is grappled or entangled or any of a number of other distracting actions occur, he'll need to make a concentration check of some base DC + spell level - which can get very high (and he may need to make many, as well). Any creatures of even basic intelligence should take advantage of this situation, if they can.

Unless, of course, the single move action you take before starting to cast will get you out of harm's way.
