According to the rules in the DMG, if you fall into the "none of the above" condition (no freedom of movement, swim speed, successful Swim check, or firm footing) you have normal movement. Shouldn't it be none?

If you make a successful swim check, you have either quarter of half movement. Firm footing gives you half speed. None should be at least as limiting, if not worse. Any thoughts?

I see what you mean. The person is Off-balance, removing their Dex bonus to AC and giving opponents a +2 to attack against them. Movement None does seem like what they were going for.
