Here is a question my player posed, first from the SRD from weapons "of Speed" ability:

"When making a full attack action, the wielder of a speed weapon may make one extra attack with it. The attack uses the wielder’s full base attack bonus, plus any modifiers appropriate to the situation. (This benefit is not cumulative with similar effects, such as a haste spell.) ...Moderate transmutation; CL 7th; Craft Magic Arms and Armor, haste; Price +3 bonus."

Ok, so my question is, if a 2 weapon fighter type has TWO Weapons of Speed, one in each hand, does he get 2 extra attacks?

Obligatory notes regarding multiple speed weapons:
The 3.0 speed description (http://www.opengamingfoundation.org/srd/srdmagicitemsweapons.rtf) said:
"It is not cumulative with haste."
This caused some players to believe that it would still be cumulative with itself, but the 3.0 FAQ addressed this by stating:
"You can use two weapons of speed at a time all right, but
you still only get one extra attack, from one weapon or the
other, not both."

To reflect this, the 3.5 speed description (http://www.d20srd.org/srd/magicItems/magicWeapons.htm#speed) was changed to include:
"This benefit is not cumulative with similar effects, such as a haste spell."

The speed ability from one weapon is definitely a "similar effect" to the speed ability from another. So, the rules have actually been changed between editions to specifically address this issue.

Regardless, house-ruling to allow it in is unlikely to harm balance, given that speed weapons are overpriced. But you at least have the "official" answer.
