In the campaign I run, I've had a race of elves that the PCs have been encountering for a while. They're starting new characters, 5th level, and one person really wants to play one. No major objection; but I've never figured out their LA, really, I just treated then as +1 for CR.

This is what they get: con +2, wis -2, int+2, appearance (we use this stat) +2, chr+2.

Elf qualities.

Dr/cold iron
1-4 2
5-8 4
9-12 6
13+ 8

Gaze: range 30', cause fear, DC 10+ 1/2 lvl+chr mod
Charm Monster 1/day DC DC 10+ 1/2 lvl+app mod
immune fear
Natural armor +3
SR: 11+HD

2-4 LA?

Any suggestions?

Stronger than drow, roughly LA+3, IMO.

I would go with +4. This is almost as strong as your basic fey.

I would hesitate to give it +4, because there is no way this thing is as powerful as a Pixie.

Its a bit wonky, since at lower levels that "charm monster" is a godsend. At higher levels, its no biggie. The 30' fear gaze attack is also unbelievably powerful at low levels... with a sufficiently high charisma, roughly half of your level-appropriate brawler bad guys will simply give up and run away.
The SR, DR, stat bumps, etcetera are all very useful and remain so.

I'd say LA+4.

LA 3. Even if as stong as a pixie, pixie's are not worth the LA.

+4 in my view, but +3 probably wouldn't mess up balance too much either.

+3, just to make em at least somewhat attractive (they won't be very anyhow, for casters it just hurts, and for fighters the stats aren't really powerful) or maybe even only +2
