If a character has a spell/ability that grants him an extra move action in a round, is he or is he not allowed to use that move and then a full attack?

Generally, I would say yes, but the specific spell or ability might be worded in such a way that you would not.

To use one example, a Belt of Battle from the Magic Item Compendium would allow you to do a move and a full attack in a single turn.

So does the Psionic Power "Hustle", and the power description specifically mentions taking a full attack action, then moving away as an allowed use.

The extra move action is in addition to any other actions the character might be entitled to. So yes, he could move, and perform a full attack.
