So I was just reading about scribe scroll and see that they cost 25Xcaster levelXspell level. So would this mean a 0 level scroll is free?

No, it's not free. It's calculated as if it had a spell level of 1/2.

Although they call it out explicitly in every individual subrule instead of forming a general rule, it's always the same.

For all effects relating to costs that are a function of spell level (including, but not limited to, GP costs (and the derivative XP and time costs) in item creation, space in your spellbook, and NPC spellcasting fees), treat 0-level spells as level 1/2.

in the DMG PG 285 near the bottom of the top list it has this line in fine letters

Spell Level : A 0-Level spell is half the value of a 1st-level spell for determining price
