Tempest Stormwind 06-23-07, 06:32 PM	Although they call it out explicitly in every individual subrule instead of forming a general rule, it's always the same. For all effects relating to costs that are a function of spell level (including, but not limited to, GP costs (and the derivative XP and time costs) in item creation, space in your spellbook, and NPC spellcasting fees), treat 0-level spells as level 1/2.
