say if i shot a +1 arrow from a +1 bow, does it in turn become effectively +2?

I'd say you get a +2, since it's better to have a good arrow shot from a good bow than a normal arrow shot from a good bow (or a good arrow shot from a normal bow, you get the idea.)

You would think that, but bonuses of the same name do not stack. So if both the bow and the arrow had +1 enhancement bonuses, they should not stack.

Usually a DM call, however.

The bonus to attack and damage did stack in 3.0 rules (except for purpose of overcoming damage reduction where only the "+" of the arrow mattered).

In 3.5 the bonuses do not stack. However, when it comes to damage reduction, in 3.5 you can launch a mundane arrow with a magical bow and the arrow counts as a magical one (and obviously a magical arrow launched from a mundane bow also counts as magical). This is especially handy when using special materials; an arrow made of a special material doesn't need to be made magical separately when you only need a magical bow (if you need both magic and a special material to punch through damage reduction).

In either edition, special properties (such as flaming or frost) of both the bow and the arrow stack.

Another Gnome is correct. In 3.0 they stacked; in 3.5 they do not.

Saying that you get +2 on attack because you have two +1 items is completely wrong. You get +1 on everything. With stacking rules like that you may as well get +3 because the bow is masterwork.

It's just like with character bonuses, just because you get a +1 enhacement bonus to a score twice doesn't mean you have +2 to that score.

I don't think that the same bonus types ever stacked. If you ever get two enchantment bonuses you always take the best one and ignore the other, just like every other bonus.

In 3.0, an enhancement bonus on a bow and it's ammunition explicitly stacked. Only the enhancement from the ammunition counted for overcoming DR, but both applied to the to-hit roll, and both applied to damage.

I don't have my books here to give you a quote, but it's in there somewhere. I'm fairly certain this was mentioned in the DMG.

From the SRD 3.5:
Ranged Weapons and Ammunition: The enhancement bonus from a ranged weapon does not stack with the enhancement bonus from ammunition. Only the higher of the two enhancement bonuses applies.
Ammunition fired from a projectile weapon with an enhancement bonus of +1 or higher is treated as a magic weapon for the purpose of overcoming damage reduction. Similarly, ammunition fired from a projectile weapon with an alignment gains the alignment of that projectile weapon (in addition to any alignment it may already have).

Bonuses of different types always stack. Identical types of bonuses do not stack.
Different named bonus types all stack, but usually a named bonus does not stack with another bonus of the same name (except for enhancement bonuses to armor and shields, enhancement bonuses to ranged weapons and their ammunition, dodge bonuses, synergy bonuses, and some circumstance bonuses)

There's the quote. In 3.0, the enhancement bonus from the weapon and the ammuniton fired by the weapon stacked. A +1 longbow firing a +1 arrow gave a total of +2 to hit and to damage.
