I'd like to know if Oriental Adventures and d20 Modern are more similar to the 3.0 edition or to the 3.5,if not based on one of them.
Have they met the same problems that changed 3.0 in 3.5 or are they much more balanced?
Thank you.:)

Modern is its own thing, but both came out before 3.5, so they are closer to the original.

I find them balanced myself.

Have there been complaints about them or they have been regarded as well balanced systems?

OA is 3.0 based (at least mine is) and needs just a smidge of tweaking. Like it uses innuendo insiead of sense motive. Ambidexterity instead of two weapon fighting. Not too big a deal, really.

There was an issue of Dragon a while back that had a full 3.5 update of OA. It was the Ninja/Pirate issue, as I recall.

Shoot, that issue slipped under my radar (I didn't actually subscribe until recently. Just bought all the ones I could off the shelf  ).
I do have quite a few conversion-type stuffs, and a little bit of creativity (this much ||).
I can't believe I am missing the Pirate issue :weep: ... Hey, Santa! ;)

D20 Modern is really 3.25. It came out after D&D 3.0, but before 3.5, so it has some of the changes to D&D's combat (such as AoOs) that they made from 3.0 to 3.5. In fact, I think it may be closer to 3.5 than 3.0.

OA is indeed 3.0, but no that much changed, biggest thing I could think of would be spells and ambidexterity.

 Ninjas, pirates, and dinosaurs .... only thing missing is futuristic cyborgs and it'd be heaven on print. :D

I personally think the Tsuno would be a kick-ass playable race.

So,since they are so balanced,I shouldn't run the risk to buy another set of manuals like it happened to many people with 3.5,right?
