1) Can my mage use telekinesis to knock out an oncomming arrow?
2) Damage reduction of 10/silver. If a warrior has a +1 magical sword, does this by pass the DR? The explaination in the dm book isn't very clear.
Other kinds of damage reduction are overcome by magic weapons (any weapon with a +1 or higher enhancement bonus, not counting the enhancement from masterwork quality)
Key word is "Other kinds"
3) Are there any rules for initiative and distance? For exmple, my ranger(ini 15) who has his longbow drawn back ready to shoot on the oncomming orc warrior(ini 18) who is 60ft away and running in a straight line towards my ranger. How does the orc get to attack first? All my ranger has to do is let go.

1. Not sure, but would have to say no.

2. No. Only silver weapons bypass x/silver. Magic weapons would only bypass x/magic. At least in 3.5. 3.0 is a little different, but I don't know much about 3.0

3.The orc gets to attack first because he saw you first, and started to attack before you drew back your bow. Unless you had taken a ready action to attack the orc when he started to charge, the orc attacks first.

3) I'm thinking it's more of, they seen each other, rolled initiative and that was the outcome.
They both knew of each other before the initiative was rolled

1) No.
2) In 3.5, as steventirey1985 said, only silver weapons can bypass silver DR. In 3.0, magic weapons (those with a +1 enhancement) could bypass any material DR.
3) There are no such rules. The orc crossed the distance and made his attack before the ranger was able to react (even if he had his bow drawn, he'd still need time to react, ready an arrow and aim). However, if you were both fully aware of each other before combat began (and that's not simply seeing each other at the same time, that's if you were negotiating, or something), you could have readied an action to fire your bow if the orc charges.
