I have a general question but it deals with psionics. If I had complete psionic, would that do as far as placing psionic characters in a game where we've never used psionics before?

Definitely not. Complete Psionics is a (generally disliked) supplement that adds to the material found in the Expanded Psionics Handbook. It has nowhere near enough information to support a system by itself. However, the SRD (http://www.d20srd.org) contains most of the psionic rules and is totally free. If you're planning on using the system seriously, though, the Expanded Psionics Handbook is still the best choice.

Note that the psionics books have had a history of poor naming:
The Psionics Handbook was 3.0 (and stinks).
The Expanded Psionics Handbook is the core book from 3.5 that doesn't require anything else (it's also free online, mostly, and rocks).
Complete Psionic isn't complete, requires the XPH, and is generally really bad (it comes out at about a 4/10, mostly due to the few gems in it like the Ardent).
