I have a question. does ANYONE IN HECK know how a kobold of level 10 could possibly get a 33 charisma with 3 levels of kobold paragon, 3 levels in sorcerer, and 4 levels in this swiftblade class?

Assuming he started with 18, that's an increase of 15... Did he use a magic item or something? Kobold paragon only gives +2, for 20, and assuming his 2 ability score increases went into Charisma, he only has 22 Charisma.

The other 11, you might have to ask people with every book, cos I'm stumped.

Most obvious +11 to a stat combination is a +5 inherent bonus from a Tome of Leadership and Influence and a +6 enhancement bonus from a Cloak of Charisma.

Of course, these two items cost 173,500 gp put together, which is far out of a 10th-level character's expected budget of 49,000 gp.

I hesitate to call shenanigans as there are ways to make ridiculous amounts of money if you want to, but I'm thinking shenanigans regardless.

Hmm, is this a permanent cha of 33 or a temporary cha of 33, because temporary isn't anywhere near as hard to get.

Twinked in gaming terms means something akin to pimped out or well-buffed due to equpitment/abilities. To those who dont know it also has a meaning in the homosexual community that is far different.
