I would say that since your monk is receiving no material benefit at all from his actions, I would allow it. It's not unlike taking your share of treasure and buying food for the hungry with it. If you are concerned about hiring the builders, give the money to someone trustworthy in the town and ask them to take care of the project.

I'd have no problem with it. I see no reason you have to donate it to a charity rather than do the charitable works yourself. If there's no charity around you trust it's the sensible thing to do.

Why? I see nothing in the rules that prohibits you from hiring something done that's charitable.

What if you don't know anyone around you can trust to do it? You're in an evil area, for example. Building shelters is still a good thing to do but unless you hire it done it's not likely to happen.

After all, she can't keep it, can't buy stuff with it, can't give it to friends or party members to use. All she can do with it is donate it to a charity, or use it--ALL of it--to accomplish some charitable goal.

When you think about it, building homeless shelters (a charitable act) is really no different from donating the money to an established charity. It's just a little creative, and creativity is one of the most important options a VoP character has.
