where do "at will" actions fit into a round in terms of standard, move or free
actions? same question goes for " at command". thanks

"At will" just means you do not have a limited number of uses per day. They still count as a free, immediate, swift, standard, full, move, or full round action, depending on what ability you have "at will".

Chances are, the action taken "at will" is likely to be a Standard Action. Most at will abilities that come to mind are spell-like abilities, and most of those are standard actions.

That said, there are always exceptions so it'd be a good idea to see what the ability taken "at will" is, and use that time.
