Should a character's BAB add a small deflection or whatever bonus to AC?
Let's say an AC bonus of 1 per every 5 BAB so...

BAB 5 = +1 AC
BAB 10 = +2 AC
BAB 15 = +3 AC
BAB 20 = +4 AC

This reflects on the fact that as someone gets better at hitting targets they would get somewhat better at dodging attacks as well.

With two feats, you can do better:
Combat Expertise:
-5 to-hit, +5 AC
Improved Combat Expertise:
-20 to-hit, +20 AC

I know about combat expertise, generally I think power attack and combat expertise should be free abilities. The improved versions being the actual feats to take.

As a balance issue I just thought that ac should go up as bab does. Without magical assistance and such.

No. Otherwise Monks wouldnt be special.

Monks would get their ac bonus stacked on top of this.

I tend to agree that as level increases, there should be a bonus to AC, in accordance with the class's BAB, certain classes gaining amounts larger than other(For example, I do believe Paladins and Fighters would have a higher bonus than Barbarians and Rangers, for the sake of comparing Full BAB classes).

As Silverthumb implies, that is precisely what the Combat Expertise feat is for.

Pfft, I imply nothing. :D

Also, a fun little side-note: A third feat, Allied Defense(Shining South) allows you to grant your AC bonus from Combat Expertise to an ally, while maintaining the bonus for yourself, effectively(at 20th level, I mean) granting yourself and an adjacent ally up to +20 AC. Imagine a solid wall of Dwarven Defenders, each with Improved Combat Expertise and allied Defense. *mouth-foam*

Yes, but it is a bonus that everything with a BAB would get, and might not make that much of a difference. Making sure the PCs have a chance against a monster or the chance to realize that they should run, is the DMs job.

Notice that this would just make things harder for PCs fighting against monsters, as very many monsters have more HD than their CR.

Yeah, it'd make the monsters harder to hit, but it'd make the PCs harder to hit, too. Maybe it should only be available to those PCs/NPCs with class levels?

Would this bonus stack or overlap with armor? It is a kin to the defense bonus in UA. If it stacks then Pcs are toast.......yeah more dead Pcs(ok my zealous behavior aside it doesn't balance well if it doesn’t overlap)

The BaB differential would just about balance things out. +4 to AC for a full BaB progression vs +3 for the monk's progression. Leaving the monk at only a whopping 3 points of AC above any full BaB class, and that detracts greatly from the monk's coolness.

The monk's conceptual role is that of being virtually impossible to hit. Hence the Wis and Dex to AC on top of the unarmored bonus. By just handing out AC bonuses to everyone makes the monk seem less cool.

Why play a monk when you can play a paladin and jack your AC with buffs, to well above a Monk's. Other than the sheer desire to play a monk

Yeah, but monsters are jerks. They have it coming.

I don't know what bonuses Dancing with Shadows and Stormguard Warrior provide. :embarrass
