I'm not sure if there is a better place to place this post or not, but anyways... we just started a new campaign. I've played in a couple campaigns before (otherwise, I'm new). Our DM has played in previous editions, but is new to 3rd Edition (and 3.5).

Here is my problem. We're starting out as 2nd level characters. I picked up Barbarian and Scout (in that order). Isn't it customary to start your first level with max hitpoints? In other words, if your first character level was Barbarian, you would begin with 12 hitpoints. Every level thereafter, assuming you stuck with Barbarian, you would roll a d12 and add that to your hitpoint total (and your Constitution modifier) (If you chose a different class, you still roll).

I know I'm whining, but my god: I'm a 2nd level Barbarian/Scout with 9 hitpoint! It's a good thing I have a ranged weapon, or else I'd die in combat in the first encounter!

Anyways, my question is again: isn't it customary to start your first character level with max hitpoints from your first class?

Yes. The PHB says start with max HP for your first class. (in your case 12 + Con modifier).

Actually, that's your first level, just to clear things up. As a first level barbarian you get (12 + Con mod) hit points and if you multiclassed into scout at level two then you gain (1d8 + Con mod) additional hit points.
