ok so here the thing, i tell my DM that i normally play with i want to make my own special abilties. like for example: cannibalism a player eats the flesh of a fallen an enemy and regains HP. Here's another example resurrection player sacrifices half his or her experience points to recover from -10. I'm still fairly new at playing D&D. The point is if DM can make a more entire world why can't he make some special abilities?

To elaborate on Solaris' comment; he can, but he doesn't have to. What you're suggesting are very powerful abilities, probably to the point where they unbalance the game. It's part of the DM's job to create the world, and perhaps let his players have some creative freedom, but it's also the DM's job to keep things as fun and as balanced among the players as possible. As a DM I wouldn't let you have either ability, and not because I think canibalism's icky. The canibalism ability as you present it is better than any healing ability ever, to the point where you flat out wouldn't need a primary healer. Same with the ressurection ability. Plus, sacrificing half your hit points leads to all sorts of nasty leveling down, which can be a headache. Unless you mean half the exp. since last level up, in which case that isn't nearly enough to justify the ability to make your char unkillable.

If you want the abilities because of flavor and not power then I suggest extremely toned down versions of them. Maybe the canibalism one merely gives your character easier acess to food, or something like that. Which your DM is still perfectly free to reject, if he/she wants.

Keep popular MMOG's out of D&D.. Yes, cannibalism was a fun animation. No, it doesn't belong in D&D as an exact mechanic...

You can do whatever is allowed by the DM, depending on the scale of the game these abilities may not be balanced - but they may be if it is a really fast paced game. You play to have fun, talk it over with your DM.
