Just a quick question really:

Can an object (such as a coin) with celestial brilliance be placed within an object such as a bullseye lantern, such that the beam can be limited (so as not to blind light sensitive characters within the players own party.)

I don't see why not... it doesn't damage you when you hold it (unless you're undead or an evil outsider) so why should it damage a lantern?

Of course, lanterns aren't completely light-proof (perhaps, if allowed, you could create an item, "masterwork bullseye lantern", that is?) so I wouldn't eliminate the penalty, just reduce it to the level for normal light.
