I am a little foggy when it comes to the clerics and the spells they can cast. Say a cleric channels positive energy, he is neutral and his god is also neutral. Can he cast evil spells such as animate dead?

Yes he can, and it is not based on whether he channels positive or negative energy.

A Cleric cannot cast spells with an Opposing alignment descriptor. The Neutral Alignment has no opposing descriptor, these clerics can cast pretty much anything. A Lawfyl Neutral cleric could not cast spells with the [Chaotic] descriptor.

Naeron, What I think dumb DM meant was that there is a neutral aligned cleric who, during creation, chose to channel positive energy for his spontanious casting. Even a neutral cleric has to choose his energy type for spontanious casting.

Dumb DM, His spontanious casting energy type however has no effect upon the spells he is able to cast other than those he spontaniously casts. As Nearon pointed out.

It also effects whether he turns or rebukes undead.

But yes, otherwise not restricted. (Although casting a lot of evil spells will likely slide your alignment towards evil, but ask your DM about the specifics on that)
