If a PC has a Leadership Score of 25. And has a Cohort that is the highest level attainable by the chart. When can the cohort level up??

Once the PC's level become three higher than the cohorts current level, and the cohort has sufficient experience to progress to that next level. I believe, but I am currently without my books.

He levels up at the same time you do. The cohort level listed is for a newly-recruited cohort (subject to the "must be at least 2 levels lower than you" ceiling). Once recruited, the cohort XP formula causes him to advance at the same rate as the PC, regardless of the chart.

If it didn't work that way, then a person of average charisma (10) who recruits a 4th level cohort at 6th level, would keep having to invest in Charisma-enhancements as he levelled up, because the gap between PC level and cohort level on the chart steadily widens.

So, it's best not to wait too long before gaining your cohort (unless you have the Charisma to close the gap), and at high levels it's especially important to keep your cohort alive and 2 levels below you (using True Resurrection if necessary), because you won't be able to recruit a replacement cohort of that level.
