Under "Creating a Monster of Legacy" (p. 215, WoL), it says that the number of abilities depends on the creature's HD, then goes on to say:

Shuluth the illithid is an 8 HD creature. Thus it could choose three abilities from menu A, or one from menu A and one from menu B, or a single ability from menu C.

Is this correct?

Each HD gives you a slot; A costs one slot, B costs two, and C costs three if I understand things correctly. An 8 HD creature should have 4 slots (level 5, 6, 7, and 8) to fill, and so could choose the following combinations: 4A, 2B, 2B&2A, 1C&1A.

So, am I misunderstanding something, or is this an error in the book?

I believe there it an error in the book. Vhuuksssh the Destroyer has 12 HD, and has a Menu A choice, one Menu B choice (equivalent to 2 Menu A slots), one Menu C choice (equivalent to 3 Menu A slots), and one Menu E choice (equivalent to 2 Menu D slots). That gives him a Menu A slot for HD 5, as well as the rest. Ironhear, Servant of Fire, has 5 HD, and was able to choose one ability from Menu A. This tells me that, just like items of legacy, monsters of legacy should have a Menu A slot for hit die number 5.

The two 8-HD examples, Livonia Darktongue and Shuluth, both have only the equivalent of three Menu A slots. I dunno what was going on to create this rift in the rules, but I would say that they follow the same rules as items of legacy, getting a Menu A choice for their fifth hit die.
