I don't know about basic, but I know there are no real parrying rules in the Players hand book. As for the movement thing, you can move one square, attack, then move three, or move one square, and attack up to 4 times depending on class and level. As for increasing abilities, you spend skill points, and attributes can be found by rolling 4d6 (4 six sided dice), and getting rid of the worst one, then adding them up. Repeat 5 times, and pick the attributes you are using. As for countering, the DM can describe hit points or armor class that way, I personally view having lots of hit points as being able to block/dodge well, and for a long time, and when you are brought to the negatives you don't have enough energy to block/dodge left, and are hit.

Any other questions?

Righto - In the real game, your character gains hit points every level, anywhere between one and lots, dependand on a Hit Die, which is rolled when you level up.
Your character also gains a certain number of ability points over his levels - but I cannot legally tell you how, when or how many. You have to buy the book.

And what dice do you roll...

Either a d4, d6, d8, d10 or d12 determines your hit points, which you use depends upon your character class.

i also wanted to know if you at?tack and enimie and they attack you can you counter/or can they counter?

In combat, everyone counters, ever round. Your Dexterity modifier is added to your armour class - this represents your ability to dodge, parry and move your shield - avoiding damage. I don't know about the basic game, but in the real game, you can also Fight Defensively, which reduces your attack, but increases your defence, or take a Total Defence action - which means you cannot attack at all, but your defence is much better.

Yes, you can move, attack and then move again, provided your total movement does not exceed the stated amount.

And what dice do you roll...I'm going to do something radical: I'm not going to preface this post with "I don't know what I'm talking about, but ...".

The default method of ability score generation in the "full D&D game" uses dice rolling to generate random scores. That might be what you are referring to. Or, as Azezel noted, hit points are (by default) rolled when you advance to second level (eg Advanced rules, pg 10). The die used varies by character.
i also wanted to know if you at?tack and enimie and they attack you can you counter/or can they counter? No. Any defensive activity you might do is included in your "armour class".
Thiers just a few things i still don't understand...just say you had 4 speed...you move one speed, kill a monster can you still move 3 speed after its defeated or hit...No. The rules are quite clear: you can move your speed and then attack, or attack and then move your speed, or move your speed and then move your speed again. Some creatures and characters can cast a spell instead of attacking, and a few get the option to make several attacks and not move at all.

If you move first, then your movement ends once you stop moving and start attacking. The only way to move after attacking on the same turn is to not move before you attack.
