Im a first time DM and I bought the Scourge of the Howling Horde campaign. I was looking at the monster cheat sheets and it says a few lines into it...

Melee morningstar +3 (1d6)

Does that mean he does 1d6 + 3 damage if he hits?

I just dont know what the +3 part means.

whenever there is an entry for a monsters stats itll tell you a few things, in this case, melee means its a closecombat attack, he has a +3 to hit, (so add +3 to the attack roll) and it does a d6 damage. if the creature did d6+3 damage his stat line would look like: "melee, morning star +3, (d6+3)

Is that +3 including his base attack or do I add that as well?

The +3 attack roll includes the base attack. Your melee attack roll is made up of Base attack, Str and any other conditional modifiers (like the Weapon Focus feat or what have you) In most cases all the math has been done for you in stat entries. They do include the base attack line just in case you need to refer to it.
