The exact situation I was wondering about was a feat in the latest Dragon magazine, which allows a multiclassed Psion/Wizard to add Astral construct abilities to summoned monsters. It requres that the character spend half the number of power points that it would take to manifest the appropriate Astral construct power, which of course always contains a fraction. Of course, I should have realized that it rounded down when the description said "Minimum 1." If it rounded up, there would be no reason to say that :)
