This is a game of sorts in which we all try to imagine what DnD is would be like if a different race where playing the game.

For example in elven DnD humans are a slow, but tough race.
That get -2 Dexterity -2 Charisma and +2 Constition.

Elves have no stat modifactions.

Substituting which race is "standard" just changes the absolute stat adjustments, but results in the same outcome with regard to each other.

Humans would have a +2 con, -2 dex, and everything else would be the same.
Dwarves would have a -2 cha, -2 dex, +4 con and everything else would be the same.
Halflings would have a -2 str and a +2 con and everything else would be the same.
Like Seeker said, all you are doing is altering everything's dex and con score by making the former two less than it is now and the latter two more than it is now. Nothing else changes.
