Here we go again...this week's monster is an undead from the Talenta Plains: an amalgam of the souls of mount and rider, trying to finish the hunt which killed them:

The vague shape of a halfling dinosaur rider forms from the shadow. Though most of the apparition is little more than dark mist, its hunting mask and spear appear to be material.

Ghost Spear (Ex) A masked rider carries an incorporeal weapon which acts as a +1 ghost touch spear, allowing it to strike material creatures without penalty. A living creature wounded by a masked rider’s ghost spear must succeed on a DC 14 Fortitude save or take 1d4 points of Strength damage. The save DC is Charisma-based.
Hunter’s Call (Sp) Once per day a masked rider can use greater shadow conjuration as a spell-like ability, at caster level 6th, to call shadowy dinosaurs to its aid as if it were casting summon nature’s ally IV. For example, the masked rider could call one deinonychus, 1d3 clawfoots or glidewings, or 1d4+1 fastieths. The save DC for disbelief is 15, and is Charisma-based.
Fervour (Su) Once per day as a free action a masked rider can release its wild emotions, dramatically increasing its power. For the duration of the ability, the masked rider gains the benefit of a haste spell, and gains a +2 morale bonus to attack and damage rolls. The duration of this ability is equal to 3 rounds plus a number of rounds equal to the masked rider’s Charisma bonus.

Masked rider are the remains of the souls of halfling hunters, foregoing the afterlife to protect their families or finish a hunt.

Strategies and Tactics
A masked rider appears before its enemy in the blink of an eye, attacking with its ghost spear before retreating to a safe distance. The masked rider uses these hit-and-run tactics until it becomes clear its enemies are a real threat, when it will use its Hunter’s Call and Fervour abilities.

Sample Encounter
Masked riders are solitary souls. They do not seek the company of others, instead they watch for afar. Masked riders only travel in numbers when more than one masked rider is born from the same tragedy.

Ecology
Masked riders are created when an important hunt fails. In most cases, the hunt is for a betrayer of the family, and true to the halfling saying ‘family before all else’, the soul returns to finish what it had started or to protect its family in case the villain returns.
Since the masked rider’s only truly material aspects are its mask and its weapon, it is said that the returning soul is not simply that of the hunter, but an amalgam of that and the soul of the mount, bound within the spirit mask. The Mask Weaver druids support this, and it is thought that the tradition of burning the mask after the death of rider and mount grew from a desire to prevent the dead from rising as a masked rider.
If a masked rider eventually catches up to and defeats its quarry, it is not released as a regular ghost might be. Instead it returns to its tribe, lingering on the outskirts of their land, watching over its family.
Environment: Masked riders are most common in the Talenta Plains, but one may arise elsewhere when a hunt takes a halfling further afield.
Typical Physical Characteristics: Masked riders, as a whole, stand roughly 6 feet tall.
Alignment: Most masked riders are Neutral, balancing the good and the bad in pursuit of their goal. Other masked riders become apathetic, lingering close to the tribe; only appearing if disturbed or sought after.

Typical Treasure
All that is left of a destroyed masked rider is its spirit mask and its +1 ghost touch spear, which both become material once more.

Masked Rider Lore
Characters with ranks in Knowledge (religion) can learn more about masked riders. When a character makes a successful skill check, the following is revealed, including the information from lower DCs.

DC - Result
16 - This creature is a masked rider, a halfling warrior returned to finish the hunt. This result reveals all undead traits.
21 – An angered masked rider becomes stronger and faster through its fury.
26 – Masked riders can call shadowy dinosaurs to their side.

Looks good to me, like the flavor, but if it is the soul of halfling hunters... how come the resulting creature is Medium ? shouldn't it be Small instead ?

Aside from that, it's all good.

I believe the reason why it's Medium is because its an amalgam of mount and rider. Imagine a ghostly halfling mounted on an equally ghostly raptor, their forms blurred and the lines sperating the two gone. At least that's what I'm picturing...
